There's always the ever-popular malware possibility, though I can think of a lot more important things to use a botnet infection for than putting cookies in an infected computer just to fuck with the owner. But I wouldn't put it past them. They will occasionally run dnetc on infected systems for reasons known only to them and the time travelers from the late 90s they're helping.
