There is no pure mathematical formula which can generate a random outcome. Some programmers come up with clever work-arounds. For example, one could look at the size of the page file in Windows directory of the hard drive (or similarly changing file in another system). One could then take the last digit from that size. There you go. That's a digit from 0 to 9 which is generated by a computer, and it is pretty darn near random.

Except if you are polling for multiple random numbers in a short span of time you are likely to get many instances of the same number in a row.

Pseudo-random number generation is a complete science in itself.

That doesn't sound very clever at all, those numbers would not be uniformly distributed and so wouldn't be pretty darn near random. Lower numbers would likely occur more than higher numbers.

The best way to generate a pseudo-random number is to use the computer's internal clock (which is continuously changing) combined with a Mersenne twister.

The questioned posited by the OP's gentleman in the picture is indeed of utmost importance. The search of a random generator, based solely on deterministic rules, seem to be a contradiction in itself and yet, one that is continually advanced. While no current scheme is perfect they are often within the error mark of many systems and they certainly took more than two days to formulate.

As for the gentleman's attire, I must say quite dandy.
