Actually, if you read closely, he defuses most situations with his stock gadgets, I.E. Glider, Smoke Pellets, Batarang, Batclaw. He only develops new technology as needed or as he sees fit, exactly like Spiderman.

Though I must hand it to Spidey when it comes to a fight between the characters, I generally prefer Batman's comics to Spider-Man's. While I find Parker to be the more interesting hero, that's not what Batman is about. Batman is about the villains. It's about the creepiest, most deranged motherfuckers and the madness and mayhem they spread, at least until they are inevitably stopped. While Batman's character has been explored wonderfully, the franchise as a whole seems to devote more time to developing and exploring his enemies than just about anything Marvel has ever done.

Batman would avoid hand to hand combat at all costs. He would create a plot/weapon/trick/trap/drug to bring the spidey defenseless, and therefore win.

Batman would lure Spidey into a trap.
Coat an area in a stick resistant compound that prevents Spidey from climbing or using his web to swing. Then all he'd have to worry about is his spider senses making it hard to trap him.

Spiderman usually wins by sheer luck or his enemy fucking up. The Bat doesn't leave much to chance.
