Depends whether you think "Finn the Human" is just being polite in regards to "Jake the Dog", or because Finn is notable to everyone as THE human.

Finn was orphaned took a shit on a leaf, fell into it and was then found by Jake's parents. Finn's family was never revealed, but he does have blonde hair just like Susan, so there is the possibility that they are the only humans in Ooo, and also related.

I believe she's human. At the end of Beautopia the moment shared between her and Finn was probably the defining moment for me. But something the creators want everyone to guess and wonder over.
