Seen so far:
Weeds (that was a shitty show in my opinion)
How to make money selling drugs (yeah documentaries are fine too)
and maybe some more, but I can't remember any.
And keep it centered around the topic please. I don't care what aspects, but I've been recommended movie "Leon" - very, VERY good movie, but the presence of heroin dealer doesn't make it about drugs.

Reindeerspotting - Escape from santaland
iDeal is a British comedy series about a weed dealer but the plot is a complete mindfuck. Sort of reminds me of how in seinfeld everything comes together at certain points but with this show it's about drug fiends, murder & general psychos.
True. When you stress something (trying to be funny in this case) then it ends up just being forced. Hence, not funny.
High on Ecstasy - (Documentary)
Funny as shit get to see the captain from firefly lose his shit completely.
Interstate 60 (has a pretty good druggy part)

I'd suggest Naked Lunch. Really abstract and captivating image, don't wanna spoil it too much though. It's an adaptation of a novel, as well.

Not sure if it is here already, but Requiem for a Dream is a pretty sobering one...
It's not really drug-themed, but I love some good animu when I'm stoned and Paprika references escapism a lot so... That counts right?
Seriously though stoned+drunk on a nice TV where you can appreciate the animation ans wackiness... Choice stuff. Alice in Wonderland too.

Permanent Midnight for the dismal side, like Requiem. Ben Stiller's best work.
Rush for a certified classic. Fantastic film.
By the way; with Rush I mean the 1991 film with Jason Patric and Sam Elliott; soundtrack by Eric Clapton.

Seconding Party Monster. If you ever wanted to see Macaulay Culkin as a homosexual junkie, a completely unrealistic scenario, check that movie out.
Half Baked, Pink Floyd The Wall, and The Big Lebowski.
It's mostly about coke, but there's a few other stuff two. Really cool movie, both funny and 'dark'
Party Monster is possibly the best recommendation so far. Trainspotting and Requiem are close seconds for dependency films. I saw both only once and don't need to see them again. Watch Groove. Groove is based mostly around E in the late 90s and follows the storyline of a guy at his first underground rave in SF and at the end you feel...hopeful. I love it, plus the soundtrack is amazing. Digweed plays Bluebottle in it.
Broken Vessels - Great movie about ambulance drivers with and out of control drug problem.
Drugstore Cowboy - A group of thieves that travel around robbing pharmacies to sell drugs and fuel their own addictions.
Panic in Needle Park - Early Al Pacino film about a he and his girlfriend who have a heroin addiction. They live around the "needle park" area and there's a huge H shortage so everyone starts doing more and more desperate things to score cash and H.
Naked Lunch - Weird as fuck movie. Great to watch while high on pretty much anything although the drug that the main character is addicted to is fictional (as far as I know) so if you're looking for something about real drug use then don't watch it.
Sid & Nancy - About Sid Vicious and his girlfriend's spiral into addiction. Great film.

Both of those are pretty great, and I'd like to add The Union and Cocaine Cowboys into the mix. The first one is a great documentary on cannabis, although it's obvious that it advocates legalizing/decriminalizing cannabis. The latter is a documentary about the cocaine sales in Miami in the 80's. I thought it was also a pretty good movie about the "behind-the-scenes" stuff with old smugglers from that era. The Cocaine Cowboys spawned a spiritual sequel documentary, Square Grouper, which wasn't as good as CC in my opinion. Anyway, The Union and Cocaine Cowboys - good documentaries.
Bonus: If you want to see a great junkie documentary, check out HBO's Black Tar Heroin: The Dark End of the Street.

Good movies FEATURING DRUGS, but that are NOT ABOUT drugs: Pulp Fiction (heroin), Serial Experiments Lain (actually a TV series -- featured drug is a fictional form of speed), The Big Lebowski (cannabis)
Good movies to WATCH WHILE ON DRUGS (that aren't about/featuring drugs): Paprika, Dead Leaves, Mushishi (TV series), Pan's Labyrinth, Cat Soup, any Alfred Hitchcock film, The Twilight Zone (another TV series), and Sunset Boulevard is a great movie to watch when you're suburban-mom-drunk after consuming large quantities of cheap wine and you want to feel classy
Warning: I am a weeaboo and my recommendations are tainted due to such. Everything animated here is actually fucking incredible, though, and I especially recommend Serial Experiments Lain -- the entire series is on YouTube uploaded by the network, and it's also on Hulu (but not Netflix). That show could fuck me up if I watched it sober. It's extremely reminiscent of my experiences with LSA.
Fear and Loathing is /THE/ drug movie. It's pretty much solely about this guy and his lawyer-friend on an inebriated escapade in Las Vegas. It's the kind of movie 14-year-old potheads hang posters of in their bedroom, yet still actually has phenomenally good writing and acting.
This is all, of course, just my opinion. Minus Trainspotting, which I included (it's sort of a given to include in druggie media lists), but personally did not enjoy whatsoever. It's probably the most widely-known drug-related movie out there, though, and can't go unmentioned.
(Seriously, though, watch Serial Experiments Lain. It's not about drugs, but it's just fucking MADE to be watched high.)
Enter the Void is by far the most trippy movie I listed, and the plot is very much centered around drugs, so it's the best one to watch if you want something more interesting to watch while you're high, /and/ desire the subject matter to be regarding narcotics. It's also rather philosophical, so there's that, too.
Serial Experiments Lain is EXTREMELY philosophical. It WILL mindfuck you to oblivion and back; even sober people I've watched it with who lack any understanding of its deeper meaning seem to get psychologically molested just as thoroughly.

Narcos, Trailer Park Boys (It's not completely about drugs, but a large portion of the plot revolves around funny and ridiculous schemes to smuggle weed and hash).
Oh, Weeds was so shitty. I got Season 1 and 2 DVD at the library and it blew whales. Looked it up later and it ran for, like, 7 or 9 seasons. Who the hell knows how.

And respect life is a decent web series show off YouTube. All these shows are shows based off the street life in Borough Brooklyn NYC. Besides Power. That show is a bit more high end and better story line.
