Eh, yeah. You have to gain credits through various ways. You can 'accept' the bounty upfront, which means intend to -do- it. But to 'claim,' the bounty, meaning you've already -done- it requires a deposit of 10,000 credits, which you get back if it's a valid claim. They do that to keep people from trolling with fake claims.
If you have the doujin but can't claim the bounty, you can still upload it to e-hentai anyway. That will generate GP for you, which can be converted to credits. However, I will then have to cancel the bounty because it would then be requesting something that's already there. I would give you the credits if I could but there's no way to do that, and most of those credits put into the bounty didn't come from me.
