To be incredibly fair, they had, at the time, accepted the Beretta M9 as their standard service pistol. And it wasn't that it was foriegn, it's that it was H&K: Look back at the PTR-91 ban. There's a reason that H&K pretty much abandoned ever giving civilians any of their time and effort any more, with the exception of watered down versions of their military weapons.
