Because the creators of fucking Python took older releases entirely off the internet
python 3.8.15 is no longer supported on Windows 7 which is on a military police grade fucking computer. It's not even on Python's fucking website anymore.
Python fails at life for not working on a military police grade laptop and not being downloadable even when you hack into people's computers using Google's intitle:index of"" script to find it. FUCK. Does anyone have this release of Python? I will pay you in cryptocurrency to e-mail me a download link to it. Thank you.

Is there a particular reason you need patch level 15? It was the last patch version for 7 and it was released as source code only. It is still available at https://www.python.org/downloads/release/python-3815/ You will need Visual Studio installed to build it, but there is tooling included to pull in the dependencies.

TOR does work on 7. It is no longer updated but the last release still works.
Also pretty sure v3.9.x releases were never supposed to work on 7. Just be a good little slave to nascent abomination that is the megacorps slowly merging with governments and and get the latest spyware like a most up to date GDID or whatever they actually run behind the screen. Or build everything you need from sources, at which point you might as well switch to a non-proprietary OS.
